why, once so many problems were discovered, didn’t Berlin’s airport corporation decide to ditch the project and start over? In many ways, it’s a
classic example of the so-called sunk cost fallacy
: people (or in this case, organisations) are often hesitant to cut their losses when they’ve already invested time or resources into something, even if it might make logical sense to do so.
This seems like it can’t really apply here. Given that the terminal building was basically already complete at that point, it seems like lunacy to think that starting over would be cheaper than fixing things. Sure the fact that they are still fixing things maybe says otherwise, but given those failures, and the failure of the initial construction, it’s far from clear that they’d complete a replacement on time and on budget even if they did start fresh.
And of course, they are sort of starting over anyway, in the sense that the adjacent Schönefeld airport, which shares runways with the new airport, and was to be torn down, instead is being expanded, so that serves as a bit of a hedge against the continued failure to open the new airport.
All that said, it’s pretty nuts that it can take this long, someone failed badly with this project.
